Decree 260/2026/ND-CP, which provides guidelines for the 2025 Law on High Technology, has been issued by the Government and will take effect on July 1, 2026. This marks a strategic turning point, poised to catalyze a major breakthrough for the nation’s science and technology sector. The policies focus on attracting, developing, and retaining high-quality human resources by offering personal income tax exemptions, as well as support for training, research, compensation, housing, social welfare, and international collaboration—all while fostering an environment where individuals can fully leverage their potential within the high-tech field. This initiative is expected to serve as a powerful lever, enabling localities to proactively build innovation ecosystems and comprehensively accelerate the national digital transformation process in this new era.
