The approved list includes 70 technologies prioritized for investment and development, such as: artificial intelligence; big data and data analytics; cloud computing, edge computing, distributed computing, and high-performance computing; Internet of Things (IoT); blockchain; quantum technology; renewable energy, clean energy, and advanced energy storage technologies; AI-integrated real-time natural disaster monitoring, forecasting, and early warning systems; and next-generation microbial technologies...

 

Additionally, the Decision approves a list of 100 high-tech products encouraged for development, including: AI and data-based systems, equipment, and software for recognition, analysis, forecasting, and control; platforms supporting AI research, development, and application; software for personalizing learning paths based on big data; smart education and training systems and equipment for STEAM; unmanned aerial vehicles (UAVs); eco-friendly vehicles powered by new energy sources; biopharmaceuticals for medical and agricultural applications; and next-generation vaccines, medical biological products, and diagnostic biological products...

 

This Decision takes effect on July 1, 2026, and replaces Decision No. 38/2020/QĐ-TTg dated December 30, 2020, of the Prime Minister regarding the list of high technologies prioritized for investment and development and the list of high-tech products encouraged for development. Organizations that have been granted a certificate or recognition document for high technologies or high-tech products—based on the lists issued under the Prime Minister's Decision No. 38/2020/QĐ-TTg dated December 30, 2020—shall continue to apply these lists until the expiration of the validity period specified in the issued certificate or recognition document.
