Businesses investing in the Ho Chi Minh City High-Tech Park will complete environmental procedures directly at the Management Board instead of having to submit documents to the Ho Chi Minh City People's Committee.
The Chairman of the People's Committee of Ho Chi Minh City has just issued a decision authorizing the Head of the Management Board of the Ho Chi Minh City High-Tech Park (SHTP) to exercise various environmental powers within the High-Tech Park.
According to the decision, the Head of the SHTP is authorized to appraise and approve the results of environmental impact assessment reports; issue, adjust, and revoke environmental permits; and perform the responsibilities of the environmental permit issuing authority for projects under the authority of the Chairman of the People's Committee of Ho Chi Minh City.
Notably, the Management Board of the High-Tech Park will implement a one-stop service mechanism to support investors in completing procedures related to investment and business activities within the High-Tech Park. Simultaneously, this agency is authorized to use the Management Board's seal when performing the delegated tasks.
According to the decision, the Head of the SHTP is responsible to the People's Committee of Ho Chi Minh City, the Chairman of the People's Committee of Ho Chi Minh City, and to the law for the results of performing the delegated tasks. This authority cannot be further delegated to other agencies, organizations, or individuals.
On the part of the Ho Chi Minh City People's Committee, the Chairman of the People's Committee is responsible for ensuring resources, directing specialized agencies to guide the process and plan for inspection and evaluation, and monitoring the implementation of the delegated tasks.
In cases where the delegation requires adjustments to procedures or authority according to current laws, the High-Tech Park Management Board shall proactively coordinate and advise the Chairman of the Ho Chi Minh City People's Committee to implement the regulations accordingly.
The delegation period is from June 26, 2026 to February 28, 2027. The delegation of authority to the Head of the High-Tech Park Management Board to issue environmental permits aims to shorten the processing time of administrative procedures, creating more favorable conditions for businesses and investors in the process of carrying out investment project procedures, especially in the context of Ho Chi Minh City improving its investment environment to attract global technology corporations.
