The expanded area of the Ho Chi Minh City High-Tech Park will be part of the existing Ho Chi Minh City High-Tech Park, carrying out scientific research and development of high-tech and strategic technologies, conducting pilot production of high-tech and strategic technology products resulting from research and development conducted within the Ho Chi Minh City High-Tech Park; supporting incubation, training, transfer, and commercialization of high-tech and strategic technologies, and other tasks and functions of the High-Tech Park as stipulated by the law on high technology.
The People's Committee of Ho Chi Minh City is responsible for presiding over, directing, organizing, and ensuring the balanced allocation of resources (capital, human resources) to carry out tasks related to investment, construction and development, state management activities, support policies, and other tasks for the expanded Ho Chi Minh City High-Tech Park in accordance with the approved objectives and tasks; and is accountable to the Government for the activities and investment efficiency of the expanded Ho Chi Minh City High-Tech Park.
It shall also be responsible for the preparation, appraisal, and approval of the zoning plan, detailed plan, and determination of the boundaries and location of the expanded area of the Ho Chi Minh City High-Tech Park, ensuring consistency with the location and scale of the area already stipulated.
Regulations on the Operation of the Ho Chi Minh City High-Tech Park
These regulations govern investment, construction, and development activities; State management activities in the Ho Chi Minh City High-Tech Park (High-Tech Park), including the expanded area of the High-Tech Park (Expanded Area) and the already established High-Tech Park area, were established by Decision No. 145/2002/QD-TTg dated October 24, 2002, of the Prime Minister on the establishment of the High-Tech Park under the People's Committee of Ho Chi Minh City.
Development Objectives and Tasks
According to the Regulations, the Ho Chi Minh City High-Tech Park performs the tasks of a high-tech park as prescribed by law on high technology, focusing on developing a modern, synchronous, smart, and environmentally friendly technical infrastructure, digital infrastructure, and technology infrastructure; and ensuring convenient connectivity with the surrounding area. For the Expanded Area, the goal is to achieve carbon neutrality before 2050.
For the Expanded Area, the tasks include conducting scientific research and development of high-tech and strategic technologies, pilot production of high-tech and strategic technology products resulting from research and development carried out within the High-Tech Park; controlled testing of new technologies, products, and policies on high-tech and strategic technologies; supporting incubation, training linkages, transfer, and commercialization of high-tech and strategic technologies, and other tasks and functions of the High-Tech Park as stipulated by the law on high technology.
Establishing leading research and development centers for advanced technologies in the fields of microelectronics - information technology, automation, biotechnology, and new materials...; Connecting to form industrial clusters, leading research and development activities to promote industrial symbiosis models and closely linking with the training and research sector of universities; serving as the core of the innovation ecosystem in the Eastern High-Interaction Creative Urban Area of Ho Chi Minh City to promote the development of technology, knowledge-based economy and innovation, and improve the quality and scale of human resources.
Requirements for Operation
According to the regulations, the zoning plan and detailed plan (if any) of the expanded area must ensure the implementation of the main functions and tasks of high-tech and strategic technology activities in accordance with the objectives and tasks stipulated in Article 2 of these Regulations and comply with current laws.
The design of the planning, architecture, and technical and social infrastructure serving the High-Tech Park must be synchronized, modern, environmentally friendly, aesthetically pleasing, and provide smart management facilities to meet operational needs, oriented towards smart city standards, and ensure synchronous connectivity within the High-Tech Park and surrounding areas.
Investment in construction and attracting investment into the High-Tech Park must ensure compliance with the development orientation and objectives; the nature, functions, and tasks; priority sectors and fields; and the principles and criteria stipulated in the law on high technology and related laws.
State management agencies, investors, and organizations, businesses, and individuals involved in the operation of the High-Tech Park shall fulfill their responsibilities, rights, and obligations as stipulated in the law on high technology and related laws.
