Deputy Prime Minister Ho Quoc Dung: High-tech policies must create incentives for businesses to invest in research.

According to Deputy Prime Minister Ho Quoc Dung, mechanisms and policies need to play a "supportive" role, assisting businesses to have more motivation to invest in research, development and commercialization of products, thereby contributing to promoting growth and enhancing the country's technological self-reliance.
On the morning of June 17th, Deputy Prime Minister Ho Quoc Dung chaired a meeting on the draft Decree detailing and implementing measures for the High-Tech Law.

Reporting at the meeting, Deputy Minister of Science and Technology Le Xuan Dinh said that the draft of the new Decree focuses on four breakthrough policy groups to promote the high-tech ecosystem.
First, supplementing mechanisms to promote the development of strategic technologies such as a mechanism for rapid content assessment of patent applications, trademark applications, and strategic technology products; building, assessing, and publishing national standards and technical standards…
Second, perfecting the group of policies for businesses through incentives and support for high-tech startups and strategic technology startups; Guidelines on criteria, procedures, and authority for certifying high-tech products…
Third, amend regulations on exemption and reduction of land rent for high-tech zones with infrastructure built using enterprise capital, by adding regulations on land rent reduction because high-tech zones may have many types of investment projects with different investment incentives.
Fourth, add a mechanism to attract and utilize outstanding Vietnamese experts and scientists abroad and foreign experts to be applied specifically in the field of strategic technology.
The Ministry of Science and Technology and the Ministry of Justice are coordinating to finalize the draft Decree detailing and implementing measures for the Law on High Technology, ensuring that it is submitted to the Government before June 20th.

Concluding the meeting, Deputy Prime Minister Ho Quoc Dung highly appreciated the efforts of the Ministry of Science and Technology in implementing the assigned tasks, and at the same time requested the Ministry of Science and Technology and the Ministry of Justice to continue to coordinate more closely in the process of building and perfecting legal documents, resolving obstacles definitively, avoiding situations where documents have to be revised and circulated many times, affecting the progress.
Regarding the Decree detailing and implementing the Law on High Technology, the Deputy Prime Minister emphasized that policies must be developed based on practical realities, creating a favorable environment for businesses to innovate and develop high-tech products.
According to the Deputy Prime Minister, high technology and strategic technology are of particular importance to the competitiveness of the economy in the context of rapidly changing global technology. Therefore, mechanisms and policies need to play a "supportive" role, assisting businesses to have more motivation to invest in research, development, and commercialization of products, thereby contributing to promoting growth and enhancing the country's technological self-reliance.
The Deputy Prime Minister requested the Ministry of Science and Technology to urgently complete the dossier to submit to the Government the draft Decree guiding the implementation of the High-Tech Law before June 20, 2026; and at the same time, to promptly submit the Decree guiding some articles of the Law on Digital Transformation according to the set schedule.
Regarding the draft Decree regulating the National Artificial Intelligence Development Fund, the Deputy Prime Minister agreed with the proposal of the Ministry of Science and Technology to seek the Government's opinion again on the direction of not establishing a new fund.
Accordingly, the Ministry of Science and Technology is tasked with reviewing and researching the integration of artificial intelligence development tasks into existing funds, clearly defining the management mechanism to effectively utilize available resources.
Regarding the strategic technology development tasks linked to major national challenges, the Deputy Prime Minister requested ministries and agencies to urgently develop and finalize task proposals and submit them to the Ministry of Science and Technology for compilation and reporting to the Prime Minister before June 20th.
In addition, the Ministry of Science and Technology needs to focus on addressing outstanding tasks, ensuring the progress of assigned projects, decrees, and strategies; and maintain a regular meeting mechanism to promptly resolve difficulties and obstacles arising during implementation.
The Deputy Prime Minister also agreed with the proposal to develop a Resolution addressing difficulties and obstacles in the mechanism for establishing, allocating, and assigning budget estimates for science and technology and innovation; and agreed in principle to the development of a draft Law amending and supplementing several articles of the Law on Science and Technology and Innovation.
The Deputy Prime Minister requested the Ministry of Science and Technology to urgently complete the dossier and fully comply with regulations to promptly submit it to the competent authority for consideration and decision. We will coordinate closely with the Ministry of Justice during the review process to ensure the quality and timeliness of document drafting.
